France's June 2024 ban on H4CBD, HHCPO, THCP and HHCH: what changed for retailers
On 3 June 2024, France banned the production, sale and possession of five cannabinoid molecules: H4CBD, HHCPO, THCP, HHCH and VMAC. The measure was announced by the ANSM, the French national agency for the safety of medicines and health products. This article was first written a few days before the ban took effect. It explains what happened on the French market, Europe's largest for CBD, and what it meant for wholesalers and shops, including those abroad who buy in France.
Several of these substances are classified as narcotics in France and in other European countries, and their status changes quickly. Check the law in your own country before buying or reselling any of them.
Why did France ban these neo-cannabinoids?
The ANSM based its decision on the lack of scientific data on the long-term effects of these molecules. Its concern was their potentially strong effects and the risk of adverse reactions, at a time when nobody could say what regular use would do over years.
Long-term effects can take time to appear. Without reliable data, the French health authorities chose a precautionary approach: rather than wait for evidence of harm, they removed the compounds from the market.
What changed for CBD professionals in France
The ban hit hard the businesses that specialised in these products. They had to stop producing and selling them and find something else to offer. For many shops, it meant rethinking part of the range within weeks.
Compliance was not optional. Selling a banned substance exposes a business to heavy criminal penalties. In practice, firms had to review their catalogue line by line, withdraw the products concerned and put checks in place so that nothing slipped back onto the shelves.
At Deli Hemp, as a CBD distributor, our response in 2024 was to rework our ranges for the shops we supply, so that they could keep a varied offer that stayed within the law. That remains the logic today: follow regulatory changes closely and adjust the catalogue before customers are caught out.
What are these cannabis derivatives?
H4CBD, THCP and HHCPO are chemical compounds derived from cannabis. They had been discovered or studied only recently, and they drew interest because their structure gave them a wide range of effects, some mild, some much stronger. Their legal status differs from one country to the next. France took a firm line by banning the five molecules listed above.
What remained authorised in France?
CBD (cannabidiol) remained authorised in France under conditions, the main one being compliance with French law (delta-9-THC ≤ 0.3%). It does not have the psychoactive effects of THC. Other cannabis compounds, such as cannabigerol (CBG), also remained legal in France at the time of the ban, and work on new product ranges based on them continued.
Outside France, the picture is different again. Rules on hemp flower, resin and other hemp products vary between countries and can be much stricter. In the UK, the status of hemp flower is still contested, so check what you may resell before ordering from our CBD wholesale catalogue.
What the 2024 ban means for buyers today
The ban of H4CBD, HHCPO, THCP, HHCH and VMAC was a turning point for the cannabinoid sector in France. It did not end the market. It showed that the French authorities move quickly once a molecule raises safety concerns, and that a product legal one month can be banned the next.
For a buyer, the practical consequences are simple. Ask for the batch analysis of every product, keep track of regulatory news in France and in your own country, and build your range on products whose status is settled rather than on the latest molecule.
