White label CBD: how to launch your own range of flowers and resins
Launching a white label CBD range means buying unbranded flowers or resins and selling them under your own label. On our site, more than a hundred flower and resin products offer a "No label" packaging option: you receive plain pouches, usually of 3, 5 or 10 g, and apply your own label.
The scope has narrowed, though. In the EU, CBD added to food falls under the Novel Food regulation (EU) 2015/2283, and no CBD ingredient had been authorised at the time of writing. France stepped up enforcement on 15 May 2026, and other countries apply the same rule. Oils for swallowing, gummies and CBD drinks are therefore not a sound basis for a private label. A realistic white label CBD range today rests on three families: flowers, resins and pollens, and cosmetics.
How does white labelling work with Deli Hemp Pro?
On the relevant product pages, you choose the packaging: "DELI-HEMP" (our brand) or "No label". The plain version mostly comes in 3, 5 and 10 g pouches, more rarely in 1 g, 25 g or a 100 g tub. If you would rather repack yourself, the 100 g bulk bag (up to 1 kg on some products) remains the cheapest option per gram. The unlabelled option costs exactly the same as our branded packaging: going white label adds nothing to your purchase price.
There is no minimum order on the site, so you can trial a strain with a few plain pouches before building a product around it. Anything beyond that (pouches printed with your logo, gift boxes, accessories) is quoted by one of our sales team.
Plain pouches or bulk to repack: which should you choose?
Plain pouches save time; bulk saves margin. The difference comes down to how much work you are prepared to do in-house.
| Option | What you receive | Work on your side | Who it suits |
|---|---|---|---|
| Plain pouches, 1 to 25 g | Weighed, sealed, unbranded product | Apply your label, copy the batch number | New shops, tobacconists and convenience stores, online sellers without a packing area |
| Bulk, 100 g to 1 kg | Product in a bulk bag, to repack | Weigh, bag, label, keep a batch log | Shops with precision scales, small chains |
| Packaging printed with your brand | On quotation | Approve the artwork and the wording | Established brands with regular volumes |
Bulk comes with a constraint that is easy to underestimate: every pouch you repack must stay traceable to its original batch. Mix two batches in one jar and you can no longer show the right analysis if you are inspected.
What should the label on a CBD flower or resin say?
Unlike food, CBD flower has no dedicated labelling regulation. The points below come from consumer law, traceability requirements and what inspectors look at in shops. Once your name is on the pack, you are responsible for the product towards your customers. National rules differ, so check the labelling requirements in the country where you sell.
- Product name: "hemp flower" or "hemp resin", with the strain name.
- Net weight.
- Batch number, identical to the one on the certificate of analysis you hold.
- CBD and THC content; our products comply with the French limit of 0.3% delta-9-THC, and your own market may set a different one.
- "Not for consumption" or "not intended for food use".
- Adults only: a rule the trade applies in practice.
- Name and address of the business placing the product on the market, which means you.
Two things to avoid. No health claims ("calming", "for sleep", "anti-stress"): it is the mistake inspectors flag most often. And steer clear of imagery or slogans that point to recreational cannabis. In France, that can be prosecuted as encouraging drug use, even on a legal product, and it invites trouble in most other markets too.
Cosmetics follow different rules. Putting your brand on a cream or a massage oil makes you the "responsible person" under Regulation (EC) 1223/2009: product information file, safety assessment and notification on the EU's CPNP portal before the product goes on sale. In Great Britain, the UK Cosmetics Regulation applies, with notification through SCPN. It is about far more than the label.
What budget do you need to launch three products?
Just under €900 excl. VAT of stock is enough to start with three distinct products. Here is an example with three products we hold in bulk, at 1 kg each (ten 100 g bags, which triggers the first −5% discount tier):
| Product | 100 g bulk price | Price at the 10-unit tier | Cost for 1 kg |
|---|---|---|---|
| Bubba Kush Big Bud Outdoor flower | €0.28/g | €0.266/g | €266 excl. VAT |
| White Widow Small Bud flower | €0.28/g | €0.266/g | €266 excl. VAT |
| La Mousse 20% CBD pollen | €0.35/g | €0.3325/g | €332.50 excl. VAT |
| Total stock | €864.50 excl. VAT | ||
Shipping outside France goes by Chronopost, with the cost calculated on weight and shown in your basket. You then need to add your resealable pouches and labels, whose cost depends on your printer: build it into your margin per unit sold. As an example, 1 kg of flower fills 333 pouches of 3 g. Sold at €10 excl. VAT each, that is €3,330 excl. VAT in sales for €266 of flower, before packaging, packing time and shop overheads.
Discounts then rise to −10% from 30 units and −15% from 50. Bubba Kush and La Mousse have a final tier at −20% from 100 units (10 kg); White Widow tops out at −15%. These discounts apply to the total quantity ordered of each product, all pack sizes combined.

How do you choose a supplier for a white label range?
Continuity matters more than anything else. Your customer is buying "your" flower; if the strain disappears from your supplier's catalogue, your product disappears with it. Before building a flagship product, check that the strain has bulk stock, has been listed for several months and comes with an analysis for every batch. The three products in the table above meet those conditions as we write.
Can you also launch e-liquids or accessories under your brand?
Yes, but they are separate projects. Accessories (grinders, rolling papers, storage tins) are easy to customise and raise no particular regulatory issue. CBD e-liquids need a controlled formula, free of any substance classed as a narcotic, and labelling that meets vaping product rules. Frequently asked questions
What is white label CBD?
It is a CBD product made by a supplier and delivered unbranded, which you sell under your own name. For flowers and resins, that usually means plain pouches or bulk that you label yourself. You then become responsible for the product and its labelling towards your customers.
Is there a minimum order for white label CBD?
Not on our site: there is no minimum order, and a few plain 3 or 5 g pouches are enough to trial a strain. Volume discounts start at 10 units of the same product (−5%). Packaging printed with your logo is quoted separately and involves larger volumes.
Can you still sell CBD oils under a white label?
Only cosmetic oils, and only if you take on the role of responsible person under Regulation (EC) 1223/2009, with CPNP notification. Oils meant to be swallowed, like gummies and CBD drinks, need Novel Food authorisation in the EU, which no CBD ingredient had at the time of writing. The UK runs its own system through the Food Standards Agency.
Do you need a licence to create your own CBD brand?
No specific authorisation is required in France to sell compliant flowers or resins under your own name; check the rules in your own country. Either way, register your trade mark with your national IP office (UKIPO in the UK) or with the EUIPO for the whole EU before printing anything, and keep every batch analysis.
