In 2025 the European CBD market looked less like a gold rush and more like an organised trade. Buyers wanted traceable products and suppliers were moving upmarket, while B2B channels took on a bigger role. Here are the trends we saw in October 2025, and what they mean for a retailer or distributor who buys from France.

How fast was the European CBD market growing in 2025?

At the time of writing, average annual growth was put at over 20%. Germany, Switzerland, Spain and France had each taken a strategic place in the value chain, from growing and extraction to distribution and retail.

That created openings for suppliers able to deliver reliable, traceable, tested products. Our own catalogue reflects the spread of demand: CBD oils, flowers, resins, cosmetics, e-liquids and a regular flow of new lines.

Which trends shaped CBD wholesale in 2025?

1. Premium products and stronger traceability

Professionals were favouring higher-end CBD products that come with batch analyses, certification and recyclable packaging. End customers across Europe expected to know exactly what they were buying, and shops passed that expectation straight up the chain to their suppliers.

2. More B2B sales channels

CBD was no longer sold only in specialist shops. Physical stores, online shops, pharmacies and concept stores all carried ranges, which gave the category more visibility and helped resellers build profitability over the long term.

3. White label and private label ranges

A growing number of entrepreneurs were launching their own CBD brand with white label products. Ready-to-sell ranges let them do this without running production themselves.

Was CBD regulation converging across Europe?

In October 2025, the differences between member states appeared to be narrowing, and the EU was clarifying the line between industrial hemp and CBD sold commercially. For French businesses, that made investment and export plans easier to draw up.

A year on, the rules still differ from country to country. One firm change since then: from 15 May 2026, France's food safety authority (the DGAL) has banned foodstuffs containing CBD, because CBD has not been authorised as a Novel Food in the EU. Our products comply with French law (delta-9-THC no higher than 0.3%). The status of hemp flowers, resins and other hemp products varies from one country to another and can be stricter than in France. In the UK, the status of hemp flower remains contested, so check the resale rules in your own country before you order.

Which CBD product categories stood out?

In 2025, four families performed particularly well:

  • Broad and full-spectrum CBD oils, chosen for their consistency and traceability.
  • CBD cosmetics, one of the fastest-growing segments.
  • Hemp infusions and teas, increasingly popular in organic retail. In France, CBD infusions sold as food are now covered by the May 2026 ban.
  • Premium flowers, valued for a stable, controlled aromatic profile.

At the time, these ranges made up most of our sales to partner retailers. The current picture is on our best-sellers page.

How can a buyer position for the European market?

The businesses that did well in 2025 tended to follow a few simple rules:

  • Work with suppliers who can document compliance and deliver consistently.
  • Widen the range with new, traceable products rather than more of the same.
  • Keep logistics and ordering simple by buying through a dependable B2B platform.

Where was the market heading?

The direction was clear in 2025: professionalisation, standardisation and more value per product. French suppliers had recognised know-how and an established distribution network, which is one reason buyers from other countries source in France.
